CONSULTING EXPERIENCE
Since 1997, LMP has consulted with federal, provincial, territorial and municipal governments and with community organizations on employment and social services programs and services.

Ontario Municipal Social Services Association
A revitalized and modernized partnership with OMSSA began in 2020 and has flourished in 2021. My education partner Marianne Seaton (Collaborative Strategies Inc.) and I now have 3 programs which we co-designed and deliver with the Association.
The first is Understanding Client Behaviours- What Research Tells Us, a four-hour, evidence-based virtual program focussed findings about the impact of poverty, scarcity, social exclusion and trauma.
The second is MicorCoaching™ Model: Theories and Compencies, a nine-hour virtual learning program for turning interactions into interventions.
Finally, we have Client-Centric Strategies: Supporting Life Stabilization and Employability Improvement, a fifteen-hour virtual learning program that cover the above two programs and a final module on developing team agreements.
In the past, we developed a host of programs under OMSSA auspices, one being a comprehensive five-day training program on the Ontario Works Act and Regulations, the Province of Ontario Directives on Ontario Works, and modern case practices for making eligibility and entitlement decisions on Financial Assistance and Employment Assistance.*
Nunavut Department of Education
Co-negotiated the Canada-Nunavut Labour Market Development Agreement. Created employment program guidelines, and trained career development staff in employment programs administration.
Organization for Security and Cooperation in Europe, Office of Democratic Institutions and Human Rights
Served as Director of Curriculum Development for the Law Enforcement Officer Programme on Combating Hate Crimes in the OSCE Region. Created the assessment process for community consultations on policing hate crimes.
Ontario Ministry of Community and Social Services
• Co-author of three province-wide professional development curricula which address employment, employability and poverty issues, addictions and mental health. One of the latter programs was the winner of the Deputy-Minister’s Bravo Award for Creativity and Innovation (2010).*
• Co-designed and co-facilitated the province-wide forum on the Addiction Services Initiative Renewal for Ontario Works service deliverers.*
Thunder Bay District Social Services Administration Board (TBDSSAB)
Conducted a review of the District’s employment programs and services to determine how to best deliver client-centred, cost-effective programs within an integrated employment system. The review will make recommendations concerning how the TBDSSAB may best fill its role within the Thunder Bay District employment services system.
Cardinal Point Strategies
Developed a three-day curriculum Police-Community Partnerships which I delivered in Brussels, Belgium in association with Brussels Police and NGOs serving communities affected by terrorism.
Algoma District Services Administration Board
Worked in partnership with the Algoma Workforce Investment Corporation to launch a community-driven initiative to help young parents move forward and be successful in engaging in the local Elliot Lake workforce.*
• Conducted client consultations on the needs of youth in the employment services system to move forward.*
• Conducted face-to-face customized staff training on the Social Assistance Management Systems (SAMS) as part of a Northern SAMS Training Strategy, focusing on problemsolving and creating Outcome Plans for employment.*
• Designed and delivered SAIL for Clients – personal development and employability improvement workshops for Ontario Works clients. Conducted in partnership with Sault College of Applied Arts and Technology and Confederation College of Applied Arts and Technology.*
Ontario Native Welfare Administrators Association (ONWAA)
Conducted end-user training for Ontario Works First Nations managers and staff on the Social Assistance Management Systems (SAMS).*
Human Resources Development Canada
Created operational guidelines for youth-at-risk programs and for the national homelessness initiative. The project required an assessment of current policies and programs and a synthesis and integration of national programs, services and policies to create a new framework for serving at-risk and homeless youth.
SafeT-Strap Inc.
Conducted a detailed analysis and wrote a response to the Proposed Regulations on Fall Protection in the Construction Industry, U. S. Occupational Safety and Health Administration.
City of Ottawa
Developed a comprehensive, competency-based, classroom delivered 2.5 day program, Client-Centric Strategies™, for approximately 600 management and staff.*
