Labour Market Partners Inc. (LMP) is a Canadian company highly qualified in developing organizational, community and national strategies for human services development. The company’s principal, John Howley, has spent a career managing human services and helping to develop infrastructure and capacity for effective and cost-efficient program delivery. Twenty years of public sector leadership is complemented by sixteen years of human services consulting experience.
John Howley’s public sector roles include serving as Director of Employment and Training for Canada’s largest governmental social services organization, as Regional Counselling Consultant for the Government of Canada’s human resources development department, and as a front-line worker in employment, immigration and education services.
LMP’s understanding of learning and development challenges derives from first-hand experience with legislation, policy, programs and institutions and above all, with communities and people in need.
John has worked as an executive in diverse consulting projects in Canada and, the U.S. and Europe, and as a project director and subject matter expert on a range of initiatives. Working with organizations who serve people with complex needs, John has expertise in designing, delivering and evaluating human services for mainstream and at-risk populations. These include youth, unemployed adults, groups subject to victimization and discrimination, sole-support parents, immigrants, remote Inuit and First Nations communities, and other socially excluded groups and communities.
John Howley also has experience in teaching at the post-secondary level, consulting on human development issues and engaging in organizational change as achieved through management and leadership development, staff professional development, intelligent program design, competency-based learning, capacity building, outcome measurement and community economic development.
LMP works closely with other corporate consultants and organizations. Marianne Seaton Collaborative Strategies Inc. is a full-time corporate partner on all human services projects from curriculum design and facilitation to organizational and community development.

LMP’s principal is also a fellow of the Research Institute on Human Security and Cooperation (RIHSC), a not-for-profit US-based consortium of human development and security experts committed to building relationships between police agencies and communities. RIHSC provides a catalyst for cross-border collaboration among governments, police services, faith-based and non-governmental organizations to stem the tide of violence, extremism and domestic terrorism.
